Job Purpose:
The Director of Community Programs and Partnerships is responsible for providing strategic leadership and operational oversight for programs that support youth, families, caregivers, and community members, including advancing program performance, fiscal stewardship, and fostering partnerships. This role supports and strengthens multiple programs across the organization by centralizing efforts, streamlining processes, and improving alignment while strengthening systems of care, expanding access to resources and services, and driving innovative solutions that promote positive outcomes for those served.
QUALIFICATIONS:
- Master’s degree in human/social services or related field required
- Minimum of five (5) years of child welfare experience required.
- Minimum two (2) years of supervisory experience required; human/social/child welfare services supervisory experience preferred.
- Knowledge of applicable theories, practice and techniques of human/social/child welfare service delivery and organizational operations
- Sound judgment and strong personal boundaries and ethics.
- Proficient in the usage of computer software; demonstrate an understanding of computer file systems and computer software packages, e.g., Microsoft Office, Excel, Outlook, Teams, ADP, etc.
- Must be honest, dependable and able to meet deadlines; Self-motivated and able to work independently.
- Physical exam, drug screen, motor vehicle report, and background checks are required for this position.
- A valid Wisconsin Driver’s License or occupational driver’s license, reliable transportation and insurance is required.
JOB RESPONSIBILITIES:
Program Development & Strategic Leadership
- Provides vision, leadership, and oversight of community-facing programs serving children, youth, families, caregivers and community members.
- Develops and implement strategies that align Child & Family Well-being program operations with organizational priorities, contract requirements, and community needs.
- Leads strategic efforts and support the development and promotion of new initiatives, services, and funding opportunities such as with DMCW, DCF and other contract administrators.
- Monitors community trends, policy developments, and emerging needs to inform program growth and direction.
Operations & Performance Management
- Ensures established goals, outcomes, performance measures and compliance requirements are achieved as established internally, DMCW, DCF and other contract administrators.
- Oversees and identify opportunities for continuous improvement, including expansion and innovation.
- Utilizes data and performance metrics to assess effectiveness, guide decision-making, and communicate impact.
- Maintains compliance with applicable regulations, contracts, standards, and policies as established internally, DMCW, DCF and other contract administrators.
- Leads efforts to strengthen systems of care that support stability, success, well-being, and resilience.
- Advances cross-program collaboration to improve service integration and participant outcomes.
- Prepares reports, presentations, and recommendations for executive leadership and other partners.
Fiscal
- Develops and manage program budgets in partnership with organization leadership.
- Oversees program leaders in the implementation and monitoring of budgets for compliance, ensuring that financial goals are achieved.
- Oversees contract performance and reporting requirements as established internally, DMCW, DCF and other contract administrators.
- Researches business development and grant opportunities to support existing programs and create innovative new services in partnership with organization leaders.
- Supports contract submissions, grant development, funder engagement, and sustainability planning efforts.
Community Engagement & Partnership Development
- Builds and sustains collaborative relationships with state, county, community organizations, schools, healthcare providers, schools, and other stakeholders in the interest of participants, program, and organizational goals.
- Fosters relationships that expand access to resources, services, and opportunities for program participants.
- Promotes community-driven solutions that strengthen the 5 Pillars of Stability
Supervision
- Supervises assigned department personnel which includes the following responsibilities, but are not limited to hiring, learning, scheduling, evaluating, and ensuring accuracy, timeliness, and the completion of all work performed by direct reports.
- Educates direct reports on all department and company policies and procedures.
- Meets with assigned staff regularly to identify and resolve problems, manage projects, track goals, and review work processes and procedures.
- Creates, leads and manages collaborative efforts within the organization and develop key leaders to support the agency goal to integrate and innovate within all service lines.
- Represents team and/or department at meetings, events, and learning as needed.
