Summary of Duties and Responsibilities:

The Employment Manager oversees and guides participants in their job search, successful connection to employment, and retention services post-employment. The Employment Manager oversees a team of Employment Specialists that support all ECS Workforce Development programs including REACH, CHEFS, Rapid Re-housing, Re-entry, and Problem-Solving Employment Services. The Employment Manager also partners with the Program Managers and Job Readiness Training Instructor on JRT instruction to ensure it best meets the needs of job seekers, as a Consulted member of the team.

Under the direct supervision of the Director of Workforce Development, the Employment Manager is responsible for overseeing and managing employment opportunities and job placements across all ECS Workforce Development programs. This role involves developing and implementing workforce strategies to support job seekers in securing and maintaining meaningful employment while working in collaboration with Program Managers to ensure employment strategies are aligned with their respective programs.

The Employment Manager leads a team of Employment Specialists, ensuring they provide dedicated employment support for ECS workforce development training programs (REACH, CHEFS) as well as embedded workforce services (Rapid Re-housing, Problem-Solving, to name a few). This role involves overseeing job placement efforts, researching employment opportunities, and analyzing labor market trends to identify career pathways for ECS's target population. Additionally, the Employment Manager develops strategic partnerships with workforce development leadership as well as both internal and external employer partners, and designs workshops that equip participants with additional skills and techniques needed for long-term job success.

  • Analyzing labor market trends to enhance employment services.
  • Implementing job training and workforce development initiatives.
  • Ensuring compliance with employment policies and regulations.

The Employment Manager plays a critical role in fostering career development and economic stability for program participants, ensuring they receive the necessary resources and support to achieve long-term employment success.

 

DUTIES AND RESPONSIBILITIES INCLUDE:

Development of Employment Opportunities:

  • Manages employment initiatives and oversees job placement efforts.
  • Develops strategic partnerships with employers and relevant community partners to expand employment opportunities to participants to meet their career goals.
  • Develops feedback loops from employers to best support participants post hire.
  • Takes the lead on initiatives and partnerships to grow and expand diverse and dynamic employment services.

Program Operations and Coordination: 

  • Ensures consistent employment services across the department, including participant experience and outcomes.
  •  Develops/maintains employment service operations, protocols, orientations, and standard documentation and templates.
  • Maintains and promotes a cooperative, harmonious, team-oriented, and collegiate environment for employment service professionals.
  • Maintains and promotes an atmosphere of inclusion, diversity, dignity, and respect, in line with the values and policies of ECS.
  • Collaborates with other workforce leadership and ECS departments to bring employment services to participants of ECS throughout the organization.

Administration: 

  • Ensures that employment services are in compliance with diverse funding objectives, expected outcomes, specifically placement and retention, and high standards of practice.
  • Records data, progress, and outcomes required to secure and maintain compliance with funding for programs, and collaborates with the other workforce program managers, directors, and Data & Compliance Specialist(s) to align employment strategies with program goals, and to ensure accurate data reporting.

Supervision: 

  • Supervises and guides Employment Specialists to ensure effective program support.
  • Orients and provides regular supervision, training, and job development support for all Employment Specialists, including in workforce training programs (REACH and CHEFS), and embedded employment service specialists.
  • Orients and supervises volunteers.
  • Handles crisis interventions and participant emergencies at job sites.

Training and instruction: 

  • Is consulted for the Job Readiness training instruction to ensure it aligns with current job market needs.
  • Training and development of Employment Specialists including cross training for all ECS workforce programs on job development, and employment coaching to ensure redundancy of knowledge and efficient deployment of resources.
  • In partnership with the Program Managers and Directors, provides expertise and employer feedback on development of workforce training curriculums.

Performs other duties as assigned.

Qualifications

Requirements:

  • Minimum of 2 years prior experience in Workforce Development, Business Development or related fields, lived experience welcome. Minimum of 3 years supervisory experience with a demonstrated ability to work with and lead a dynamic, evolving and hard-working team.
  • Fluent in Google Suite and Microsoft Office required, additional technology skills preferred.
  • Strong interpersonal skills, a team approach, and the ability to communicate effectively both orally and in writing are essential.  
  • Culturally competent and excited to work with a diverse mix of talented participants and staff. Experience working with multi-cultural and underserved populations.
  • Ability to establish, model and maintain healthy boundaries.
  • Must abide by confidentiality policy and procedures.

 

OTHER:

Must secure finger image screening and annual TB screening. This position will also require use of the computer and telephone, including long periods at a desk; bend and lift up to 40 lbs. Will honor and abide by Episcopal Community Services rules and regulations, including confidentiality.
